Lonicera (honeysuckle)

Three separate species have been taken from swollen buds on various species of Lonicera in North America. It is unclear from their descriptions how the galls differ.
...
[1.] Contarinia sp. The bud is lobulate, 7–13 mm in diameter, and has short, brownish down. Larvae were collected in July. This species was reported as Cecidomyia sp. in Felt (1940), but the larvae taken from the galls belong to Contarinia. Host: Lonicera sp. Distr.: British Columbia.
